Eligible for Advancement
The “Eligible for Advancement” program offers candidates an alternative pathway to academic studies in addition to the standard registration process—based on affirmative action criteria.
Eligibility is determined using a scoring system that takes into account personal background factors and events that occurred during the candidate’s high school years.
Through this initiative, universities open their doors to individuals whose initial chances of admission are lower due to life circumstances beyond their control, enabling these “eligible for advancement” candidates to pursue higher education on equal footing, based on their objective abilities, while considering their personal circumstances.
Rationale
Universities in Israel provide candidates who fall short of the standard admission threshold with an additional opportunity to gain admission. Applicants interested in pursuing this pathway must follow the registration guidelines for the “Eligible for Advancement” program at their chosen institution and the academic departments participating in this framework. Applicants must notify the university of their intention to apply through this program when submitting their registration forms.
To determine eligibility and scoring for the program, applicants must contact the Association for Educational Advancement, following the detailed instructions provided below.
Once the final score is determined, the applicant should contact the academic institution to understand how their score impacts admission conditions and whether they can indeed be accepted under this program.
It is important to note that the Association for Educational Advancement has no influence over universities’ admissions decisions, as each university independently determines its acceptance policies and the scoring thresholds for affirmative action consideration.
Applications will be reviewed by the respective universities according to the following conditions:
The score is calculated based on criteria such as the candidate’s place of residence, high school attended, parents’ educational background, family size, and any special circumstances affecting the candidate or their family. These factors, documented in the application forms and guidelines, are considered for a cumulative score, which is then shared with the applicant and the universities. (The data pertains to the candidate’s high school period through graduation.)
Important Notes for Applicants:
- Processing applications submitted to the Association typically takes up to two months. Applicants are encouraged to submit their requests well in advance.
- The evaluation results will be sent by the Association for Educational Advancement directly to the universities (Hebrew University, Haifa University, Technion, Ben-Gurion University, and Tel Aviv University) and concurrently to the applicant.
- Applicants referred by another institution must verify the registration procedures with that institution and provide their final scoring letter upon completing the process.
Standard university registration procedures, including registration deadlines, psychometric test dates, and submission of required documents, also apply to applicants pursuing this pathway. Additionally, it is the applicant’s responsibility to ensure their affirmative action score is updated at the university.
Candidates interested in being evaluated as “Eligible for Advancement” must complete and submit an online registration form, following the instructions for completing the form.

Please note that the application process requires a non-refundable fee of 180 ILS, payable by credit card only. Payment will be requested during the completion of the registration form—please have your credit card ready.
After completing the payment, the receipt must be attached to the online application form.

Does submitting the application replace university registration?
No. You must register with the university as usual. Before submitting an application for scoring to the Association for Educational Advancement, ensure you review the registration guidelines for the “Eligible for Advancement” program at each institution and verify any limitations, such as age, academic background, or study fields that do not accept these scores.
What is the deadline for submitting applications?
We process scoring applications throughout the year. Processing time is approximately two months. Check with the university where you are registering for the final date to submit your score and follow its instructions.
What is the range of scores awarded?
Scores range from 0 to 60, based on the candidate’s background and the supporting documents provided with the application.
Can the score be appealed?
